Not seeing how this is at all a Microsoft/Windows issue. So someone with access to a Plex admin's account could change the Plex server's data directory to overlap with a Plex library and then exploit Plex's Camera Upload feature to have the Plex media server execute a malicious file. This could be done by setting the server data directory to overlap with the content location for a library on which Camera Upload was enabled. You can then install the Plex app onto any device to access this content wherever you are.
